This is a very well-rendered futuristic 3D graphic made by Saad Ahmed. I found this on his Behance page, which contains lots of really clean, colorful graphics that I wish I could make. All I can think about when I look at this piece is “Could I build something like this using Element 3D?” Maybe. I’d have to model a couple things in Cinema4D first, but I think it would be possible.
